Write an essay (introduction, body, and conclusion – five paragraph minimum) on the following topic.  The body must have at least three paragraphs. What are the major causes of education disparities?  What groups have chronically low rates of high school graduation?  What specific efforts or programs would you recommend to increase the quality of education and education completion?
